Joe Billy Herod, age 88, of Kerrville, passed away on Thursday, February 23, 2017. He was born on February 1, 1929, in Grapeland, Texas to Dan and Della Gaines Herod. \r\n\r\n Joe graduated from Grapeland High School. He attended Sam Houston State University where he received his bachelors degree. He attained the rank of Captain in the U. S. Army as a battery officer. He then went on to receive his Master's Degree at Texas A&I. After college, Joe started his career as a teacher in North Zulch, Texas from 1955 to 1958. He then moved to the Rio Grande Valley to continue his career as an educator. While in the Rio Grande Valley schools, he served in every capacity from custodian to superintendent. He developed the driver education program at the Region One Education Service Center in Edinburg. Joe finished his career as Superintendent of Raymondville ISD. After retirement, he worked in the Texas Prison System in Raymondville as the education supervisor. He was very active in the Lions Club in Raymondville for many years, and was a 32nd
